Annexe 2: Management of Asbestos

 

Introduction

This document contains a checklist guide on the Asbestos Control and Management Strategy for Norfolk County Council (NCC) premises. It is the responsibility of Service Heads, Headteachers, the Managing Director of NPS Property Consultants Ltd (NPS), or any other persons with management responsibility for a service, to ensure that this strategy is implemented in all premises for which they have overall responsibility. Premises Managers also have specific responsibilities that are outlined below.

Asbestos is a naturally occurring fibrous mineral silicate. It was widely used between 1950 and 1980 as noise and thermal insulation and as a fire resistant material in buildings due to its physical and chemical properties and because it was a cheap building material. Asbestos is the biggest single Occupational Health issue in the UK. Breathing in air containing asbestos fibres may lead to the development of an asbestos related disease. Asbestos fibres are so small they cannot be seen by the naked eye, and diseases resulting from exposure can take between 15 and 60 years to develop.

Wherever asbestos containing materials are located there is a risk of exposure if asbestos fibres are released. Fibre release is most likely to occur if asbestos containing materials (ACMs) are disturbed and/or damaged. The level of fibre release is dependant upon the type and extent of the damage and the type and composition of the ACM. Those most likely to be exposed to asbestos fibres are workers engaged in maintenance, decoration and repair work. The management of ACM in NCC buildings is a shared responsibility, detailed information on this is provided in the Asbestos Management Strategy.

Employees of NCC must not carry out any work on any material that might contain asbestos.

The checklist below identifies key actions involved in ensuring adequate management of ACMs. 


Management of Asbestos - Managers' Checklist 

1. Have you appointed a named premises manager for your premises?

2. Has asbestos risk assessment been carried out and an Asbestos Register created or reviewed in the last two years?

3. Have remedial actions been taken to deal with any issues identified in the Asbestos Register as high or medium risk?

4. Has an Asbestos Management Plan to control the risks recorded in the Asbestos Register been created, including keeping records of local inspection of ACMs by site staff ?

5. Has an annual inspection of ACMs been undertaken by NPS?

6. Are systems in place to ensure contractors are made aware of the location of ACMs in premises and their actions controlled to ensure fibre release does not occur?

7. Are there systems in place to report any deterioration in the condition of ACMs to NPS?

8. Has an asbestos document file been created for the premises and is all paperwork in it kept up to date?

9. Are systems in place to ensure that prior to all maintenance work, additions and modifications to the premises, a refurbishment and demolition survey is undertaken?

10. Is a system in place to make sure you notify NPS of all additions/modifications to the premises or changes to the way in which the premises is used?

11. Are there systems in place to ensure appropriate action is taken following receipt of updated Asbestos Registers?

12. Has the premises manager and any other relevant person undertaken relevant training in the last three years in asbestos management (premises managers and specific asbestos management)?

13. Have you provided employees with information on the actions they should take in the event of damage or release of asbestos?

14. Do you ensure that staff do not pin/tack items on to walls containing asbestos insulating board?

If you have answered No to any of these questions further action must be taken to rectify deficiencies.


HSE Guidance on Managing Asbestos in Schools

The Health and Safety Executive (HSE) has published updated information on managing asbestos in schools. The HSE considers that the potential exposure of teachers to asbestos fibres from pinning or tacking children's work to walls containing asbestos insulating board (AIB) is low. However, HSE concluded that inserting or removing drawing pins into AIB is an avoidable practice. See MI 58/07 for more details.
