Being 2 in Norfolk
Progress check at age two
When a child is aged between two and three, practitioners must review their progress, and provide parents and/or carers with a short written summary of their child's development in the prime areas. This progress check must identify the child's strengths, and any areas where the child's progress is less than expected. If there are significant emerging concerns, or an identified special educational need or disability, practitioners should develop a targeted plan to support the child's future learning and development involving parents and/or carers and other professionals (for example, the provider's Special Educational Needs Co-ordinator (SENCO) or health professionals) as appropriate.
Statutory framework for the early years foundation stage - July 23
In Norfolk, with parental consent, we ask Early Years settings to share their judgements in the prime areas with us, via the Norfolk Early Years Provider Portal. Submission of a progress check does not however replace talking to appropriate professionals e.g CADs, ECFS and Just One Number to ensure appropriate support is in place for a child and family.
The data is used to: -
- Identify as soon as possible if there are any areas where additional support may benefit children/families.
- Enable partnership working between the named professionals to put plans in place to ensure children are on track to meet their full potential.
In addition, aggregated anonymised data is used to support the team to identify areas where additional support may be needed to enable groups or cohorts of children to reach their potential development.
On an annual basis we issue "Being 2" reports to all settings who have provided a Being 2 contact on the Provider Portal. This is to enable them to reflect on their cohort of children and see how their children are performing in comparison with children in their district, other districts and in Norfolk. This will enable them to identify whether there is anything more they could or should be doing to enable children to meet their full potential.

All the information contained in the report is based exclusively on the information submitted on the Being 2 form.
