Instrument of Government Changes
A maintained school governing body's Instrument of Government is the document which lists its planned constitution. Your governing body creates this document according to the following guidance from the Department for Education:
Governing bodies may change their Instrument of Government to reflect changes to their school's context, for example when federating. These changes should be discussed at a governing body meeting and a draft prepared. Where a school has foundation governors, the governing body must not submit the draft until it has been approved by the foundation governors, the trustees of any foundation relating to the school or the appropriate diocesan authority.
Once this has been done, you may notify the Local Authority via the Governance Service form:
We will review the changes to ensure they meet the legal requirements, and then forward to you a new Instrument of Government document to share with your governing body.

What you will need before you start:
- The date of the full governing body meeting where governors agreed to the changes to the Instrument of Government
- In the case of a school with a foundation for example a Church school, approval for the change has been sought from the appointing body and agreed
- The full name/s of the school/s and if appropriate the federation and the name of its governing body
- The full list of governor categories and their number
- The date the new Instrument of Government will come into effect
- Any additional information that relates to the school, for example:
- Religious character and ethos
- Name of appointing body for foundation governors
