2025-26 Schools Block to High Needs Block Transfer Request Decision

On 31 January 2025, a technical paper was released that provided the draft funding formula allocations for mainstream schools for 2025-26, subject to verification of the LA's local formula submission to the DfE. Further details are available here.

These draft allocations were prepared on the basis of the block transfer being agreed by the Secretary of State for Education as this decision was awaited.

The Secretary of State has now agreed this block transfer for Norfolk for £9.7m between the Schools Block and the High Needs Block for 2025-26.  This funding supports reinvestment back into mainstream schools through the increased levels of Element 3 funding seen in Norfolk in recent years.

Please note:The budget information that was released on 31 January 2025 has not currently been approved by the DfE and remains subject to change following their verification of the local authority funding formula.

Final budget shares and related documents will be released by 28 February 2025, in line with the normal timetable.
